Dear sir we implementing BSC in in a government institution. we have already cascaded down to SBU's. our top ( 4th ) perspective is 'the customer perspective, since the ultimate interest of the government institutions is to serve the public. my question is what concrete activities do we have in the 'customer' perspectives, except ensuring the satisfaction of the public through survey or any other instrument. most of activities to satisfy the public are done in the 'business process perspective.

thank you for the matrix. We went through the structure you propose and it seems that it may help us checking the alignment between various dimensions. Nevertheless, we are not sure to have properly understood the scheme measuring the alignment "Drivers - KPI - Business processes - Outcome". It seems to us that the same KPI (ex. KPI 3) can be used to measure/evaluate 3 different objectives (1 in the Internal Perspective, 1 in the Customer Perspective and the third in the Financial Perspective): how can it be? In our experience a KPI can be useful to evalutate one (max 2) objectives. Did we miss something?

It is possible with the matrix to have 1, 2, 3,.. by objective. Several uses of the matrix are possible.

Example,

1. To identify the "level of quality" of the KPI to measure the objective (alignment of the KPI on the objective).

2. To identify the processes/project which carry to it (them) KPI,

3. To identify the level of contribution of the processes - projects to the outcomes.

You can also have, a KPI and 1, 2, 3, targets - the same KPI to evaluate n objectives (?)

Can you give me an example so that I build the matrix.

Thank you for sharing the very innovative document. The process will certainly help to ensure align initiatives and actions to the strategic themes and objectives. The two way tables are a novel idea, but a three way table gets a little complicated.

Hi. Patrick has kindly sent the matrix and examples to me.

I found the matrix arrangement proposed by Patrick a very good way for visually teaching the concept of alignment, and I´m using it on advanced courses on BSC being finished at this time in Portugal. The ability to visualize up to 4 different levels on the same graphical piece is great. Thanks for the idea.

I am now thinking on ways to aggregate the information for different pieces at the same level (for example, objectives for several cascaded BSC´s in relation to the objectives for the corporate BSC). I will report it here when done (if it looks promising).

I'm planning to use your matrix alignment in my thesis in order to evaluate the level of alignment in Bank Indonesia (BI). However, the sum of Key Performance Indicator (KPI) between BI-Wide (Corporate level) and Directorate (Division level) are different. The question is how can I evaluate the alignment with those KPI?

Hi Patrick,

I was reassured to know that your Matrix is similar (but not exactly the same of course) as one proposed by Brett Knowles (who according to his bio was previously VP at the Balance Scorecard Collaborative!) in the "Translating Strategy into Action: A Department of Revenue Case Study (audio seminar)" that was originally presented by Better Management.com on Tuesday, April 11, 2006.

You need to register on the site to view the webcast, but it is free and you can then download the pdf of slides.

The slides (there are 67 of them) are very comprehensive and I used the knowledge I had gained from listening to the webcast and viewing the slides for the basis of the matrix I developed to map our previous business plan against our scorecard. Slides 33 - 41 outline a process of mapping current strategic readiness. This enabled me to sit down with our Chief Executive and some of our Board Members and demonstrate visually how our current business focus was (and wasn't!) meeting our goals and objectives as set out our scorecard. It also enabled me to identify 9 new organisational high priority projects that would improve our business and to get buy-in for these to go ahead. Using slides 58 and 59, which look at mapping strategic objectives to owners and individual PDR's (performance development reviews) and on using and updating the scorecard on a monthly, quarterly and annual basis through management meetings, I was able to reassure the board and get buy-in for the durability of my proposals.

Whilst I definately recommend your matrix, I also recommend that anyone interested in the matrix also takes a look (and listen) to the case study webcast above as it puts the matrix concept into perspective and outlines the building of a scorecard in 5 comprehensive phases.

Having searched high and low and viewed many webcasts I found the one highlighted above to be the most comprehensive and I was able to use the contents to get buy-in for and embed the scorecard across our organisation.

Thanks Patrick for reassuring me that I was on the right road and that others are taking forward a similar matrix like solution.

Thank you for this information.

There are many similar matrix. Kaplan & Norton created the first matrix to identify the relations between the initiatives and the objectives (2005). It is an excellent matrix with 2 levels (Objectives/Initiatives) on the same graphical.

My matrix proposes to visualize up to "4 different levels" on the same graphical piece is great.

I would be very interested to get a copy of your alignment matrix.

I am engaged quite often in ITIL projetc, and was very interested by the new volume on Strategy. I have also been working in IT management for an american company with emphasis on 'managing by objectives' and alignment.
I am curious to see the result of your thesis.
